On January 8, the Ministry of Finance and the State Administration of Taxation jointly issued a notice stating that the export tax rebate for value-added tax on products such as solar photovoltaics would be abolished as of April 1, 2026. According to the list, Customs Code 69101000, which includes porcelain basins, bathtubs, and similar sanitary fixtures (including washbasins, toilet bowls, urinals), as well as Customs Code 69109000, which includes ceramic basins, bathtubs, and other similar sanitary fixtures (including washing basins, toilet bowls, urinals), will be formally eliminated from the scope of value-added tax export tax rebates as of April 1, 2026

This means that enterprises exporting sanitary ceramics will face another change in tax policy. Previously, on November 15, 2024, the Ministry of Finance and the State Administration of Taxation jointly issued a notice stating that the export tax rebate rate for sanitary ceramics in China would be reduced from 13% to 9% as of December 1, 2024.

It is reported that the applicable export tax rate will be determined based on the date of export declaration, making the implementation of this policy relatively time-sensitive.

Companies exporting bathroom products should be aware of the following when exporting such goods:

The export tax rebate rate shall be based on the export date specified on the customs declaration form of the exported goods.

Namely, the reduction of the export refund rate and the elimination of the export refund rate are determined based on the date of exportation on the customs declaration form: ① Products with an export date prior to or on March 31, 2026, will continue to enjoy the previous export refund rate; ② Products with an export date on or after April 1, 2026 will have their export refunds eliminated.
